What are we doing in Staffordshire?

A review and scoping exercise of Joint Commissioning arrangements between the Local Authority and it's PCT Partners will be led from early 2011 by Cheryl Sherratt (Children & Maternity Lead, SS PCT); Cheryl.sheratt@southstaffspct.nhs.uk on behalf of the above, and supported by partner staff as required.

The focus will be to scope and prioritise health commissioning in Staffordshire over the next 6 months with support from County Council and PCT's.  This work is being undertaken with a view to agreeing the tasks and the model for children and young people's health commissioning with County Council and GP Consortia (which will be the vehicle for future NHS commissioning as per the proposals in the NHS White Paper 'Liberating the NHS' and accompanying documentation published since summer 2010).

CAMHS Strategic Commissioning

There have been substantial changes in staffing at a strategic level for CAMH service development in the last two months.  A full review of Mental Health services is being led by Dawn Williams (dawn.williams@staffordshire.gov.uk), County Commissioner for Mental Health on behalf of the Local Authority and PCT partners, which will be completed in early 2011 and will include CAMHS services within it's scope as part of a cohesive 0-99yrs approach to Mental Health service development.  This will be supported by the Joint Commissioning Manager (Children & Young People) and others as required.

A review of current commissioning governance arrangements is also likely to fall within the scope of this review.  Ongoing review of CAMHS services will be managed through the first half of 2011 in order to revise services in line with required efficiency savings over the next 18 months- 2 years, but current areas identified as gaps in the provision of a comprehensive CAMHS service will be prioritised.

Drug and Alcohol Commissioning for Young People

As with CAMHS above, Young People's Commissioning for substance misuse has made great progress since 2007.  The numbers of young people accessing specialist support for drug and alcohol problems has improved 40% in Staffordshire since 2007, and the commissioning process used has been highlighted on both the Every Child Matters and Commissioning Support Programme websites as an example of good practice with regard to involving young people and the equitable involvement of providers in the commissioning cycle.

Aiming High for Disabled Children

Aiming High for Disabled Children and their families is a three year national programme designed to transform services for disabled children and their families.  In Staffordshire we want to ensure that we meet the requirements of the Aiming High programme and continue to improve the services which we provide.

An Aiming High Strategic Management Board is overseeing the work to meet the aims of the programme by 31 March 2011.  The Board is made up of people from adult social care and health, children's social care and education services, a special school headteacher, University Hospital of North Staffordshire, the voluntary and community sector and both Staffordshire Primary Care Trusts.

Commissioning activity under Aiming High, especially with regard to the formal pooling of resources will provide important learning experiences for other work streams in due course.
