Lichfield District Children's Trust Board
The Lichfield Locality Children's Trust Board was formed in July 2006 and meets approximately every 10 -12 weeks and is supported by Tove C Lindgren, the Children's Trust Partnership Manager for Lichfield and Cannock Chase District. A Delivery Plan has been produced identifying priorities and outcomes for children and young people in the District. Further work is continuing to audit the needs of young people and the Plan will continue to be refreshed on an annual basis in order to respond to the needs that are identified.

A project plan for the implementation of the Common Assessment Framework (CAF) in the District has been produced and is being delivered through the Information Sharing and Assessment (ISA)/CAF Sub Group. The ISA Co-ordinator, Anne Foy, commenced her post on 6th August 2007. Further information on Common Assessment, a briefing and case studies are available at www.lichfielddc.gov.uk/caf Following elections in April 2009 the Board now has a new Chair and Vice Chair. Kevin Lowe from HomeStart has been elected as Chair and John Fontaine from South Staffs College as Vice Chair.
Annual Children & Young People Conference
The third Lichfield Children and Young People's Conference took place on Wednesday 28th January 2009 at the Lichfield Garrick theatre, the Conference was aimed at finding ways to promote the well being of children and young people in the district Lichfield District Youth Forum and Lichfield Locality Children's Trust Board - of which Lichfield District Council is a key partner - the event was attended by 80 of the lead players in children's services from across the county to stress the importance of youth participation and to celebrate young people's achievements.
In the morning delegates heard presentations on the four priorities the Lichfield Locality Children's Trust Board has identified as the most pertinent for Lichfield District to improve the well being of young people. These are: preventing adverse risk taking behaviour, housing and homelessness, domestic violence, and encouraging participation in positive activities. Among the presenters were young people from the DITCH project - a peer education project supported by Staffordshire Youth Service. Delegates also had the opportunity to network and take part in group activities. In the afternoon they were treated to a special "Every Child Matters" rap by Mikey McCheyne, a spot of DJing and MCing by George Douglas, and three songs by the Garrick Youth Choir. The entire event was compered by (then) 17 year-old Will Tinsdeall, young people were involved in planning the programme, and also helped throughout the day. The day was finished off by a round up of many of the positive activities that are going on for young people across the district - such as Burntwood Init and North Lichfield Initiative's Goodbye to Summer Lantern Parade.
Shadow Trust Board
The LLCTB (Lichfield Locality Children's Board) Board has develop a plan for the engagement of children and young people and from that the development of a Shadow Board of Young People was created. The board is currently involved in mapping and gapping the District's Youth Offer and the Children & Young People's Plan 2009/2010. The board is headed by the newly elected chair Hetty Hyde-Durrant and Vice-Chair Will Tinsdeall.
P.A.R.B
Another focus group of the Locality Board are the P.A.R.B (Prevention of Adverse Risk-Taking Behaviour) Group. The P.A.R.B (formerly known as "The Teenage Pregnancy Group" met for the first time on 1st October 2007 to discuss the priorities for the District and have now developed an action plan to address the issue of prevention of adverse risk-taking behaviour, the 3 key areas are: Harm reduction/Prevention, Targeted Support and Healthy relationships.

The Lichfield District Parenting Services Forum has now signed off the action plan. Tove Cecilia Lindgren was elected Chair and Kim Wilkins, Curborough Centre Manager and Volunteer was elected Vice-Chair.

East Staffordshire Borough Children's Trust Board
East Staffordshire Children's Trust Board was formed in November 2006 and now meets bi-monthly. The Board has put together a Children and Young People's Plan for East Staffordshire through wide consultation with partners working with children and young people.

Children's Fund Cultural Activities Programme
This aims to increase access to leisure and cultural activities for children aged 8-14 yrs and reduce isolation of various cultural groups and help develop community cohesion. Finance wise the project is for 86,107 per year for a total contract period of 2 years. This has now gone through the tendering process and negotiations have now concluded between Staffordshire Wildlife Trust, the Burton Chinese Association and various other groups to get the project up and running in January 2009.
Shadow Trust Board
On October 2nd, the formulation of the Shadow Trust Board continued with over 70 children and young people from various youth forums, secondary, primary and special needs schools as well as some young offenders coming together in a 'speed dating' event to discuss issues and determine what are the key priorities for them. This exercise was highly illuminating with children and young people's priorities differing from agencies. Thus, during the children's plan refresh, it has been determined to embed an Action Plan to ensure that regular dialogue is undertaken between the shadow Trust Board and the Children's Trust Board in order that the C+YPP can be held accountable by both the Board and the Shadow Board.
The Teenage Pregnancy Action Group
This sub- group has identified several areas, such as 'Clinic in a box', where existing provision is not as extensive as in previous years. However, expectation of the service remains high, and working closely with the PCT to address these shortcomings, it is likely that in the coming months the service will be returned to previous levels.
At each meeting the Board also receives regular updates from East Staffordshire Community and Learning Partnerships, updates on progress with ContactPoint and the Common Assessment Framework in East Staffordshire and updates from both the Staffordshire Children's Trust and Staffordshire County Council's Children and Life Long Learning Directorate.

Tamworth Borough Children's Trust Board
The District Children's Trust Board for Tamworth was formed in October 06 and meets approximately every eight weeks. Following the County model, the Board plans to establish a Shadow Trust Board of children and young people, by working with Tamworth Youth Council to develop this.
Tamworth Youth Council, also formed in October 06, shadows Tamworth Borough Council. The Youth Council includes representatives of the various youth forums in Tamworth, youth organisations and schools. It is led by the elected Youth Mayor for Tamworth.
The Children's Trust Board have actively worked towards the development of a local Children & Young People's Plan, building on the outcomes of the Local Area Agreement; Children & Young People's block multi-agency workshop held in Tamworth in October 06. The Board has now been integrated into the Tamworth Local Strategic Partnership (LSP) structure; it is chaired by Councillor Mary Oates and Vice Chaired by Councillor Carol Dean. An Operational sub-group has been established it aims to support the Board at an operational level in meeting its priorities, allowing the Trust Board to remain strategically focused. Within the structure there are groups who are now reporting regularly to the Children's Trust Board, namely the Teenage Pregnancy Sub Group, 14-19 Partnership, Tamworth Families Matter, Play Partnership, Children & Families Primary Support Panel, Attendance Action Group, Community & Learning Partnership's for 5 areas and Project Turnaround. At each meeting the Board receives regular updates from these groups, updates on progress with ContactPoint and the Common Assessment Framework in Tamworth and updates from both the Staffordshire Children's Trust and Staffordshire County Council's Children and Life Long Learning Directorate. Feedback is also presented to the Board on the performance monitoring of the Local Area Agreement and the local delivery plan.
The Board made a decision in 2007 to enlist Parent Representation; we now have five Parent Representatives on the Board.
Tamworth is an Early Implementer Area and continues to pilot use of the CAF (Common Assessment Framework) for Staffordshire.
The Community & Learning Partnerships are now established in the main five areas of Tamworth, centred on the five secondary schools namely Belgrave, Rawlett, QEMs, Woodhouse and Wilnecote and their respective Management Advisory Groups have Business Plans for the year, to view these please click the attached:-

Stafford Borough Children's Trust Board
Stafford Borough Council has taken a lead in developing this Locality Children's board as the benefits are clear in terms of ensuring we have an active role in supporting the working together of all parties in terms of both communication and delivery of services for children in the borough of Stafford.
The latest news from the Trust Board is:
Stafford and Stone Youth Forum formally launched the Children & Young People’s Plan at a party solely planned by them in the Market Square on 28th July. They have also produced a young person version of the plan on CD Rom which was handed out on the day. The day was a huge success and ran very smoothly – we’re very fortunate to have such a proactive shadow trust board in Stafford Borough.
There has been a lot of progress against the delivery plan in the first quarter's performance:
Information, Advice and Guidance: Work continues to rationalise some of the targets contained in the action plan. The thematic group has agreed to strongly promote the ‘YouFind.Me’ website as an information source and that an expansion of the existing information source was more preferable than introducing another website.
Positive Activities and Contribution: Launch of the Stafford Childrens' Trust Board Plan has taken place – as above. Work has taken place to map out the current provision of the student councils. The lack of positive activities in rural areas has been identified as a service provision gap and as such work will be underway to engage with Parish Councils; the Leader programme in order to develop this further.
Targeted Support: Practice Based Commissioning (PBC) funding is in place to support the Healthy Eating project for 2010/11 and 2011/12; the H Zone (Children’s Gym) opened last week at the Leisure Centre; work is underway to develop the MOD youth club and an outreach Children’s Gym targeted in 3 or 4 geographical areas in the Borough. There is an issue on how the equipment will be transported for the outreach facility and this is being costed out at the moment.
CAF progress: CAF usage and success in improving outcomes for children, young people and families has continued to grow over the past few months. Schools seem to be the main agency to start a CAF in the Borough and there are no known concerns being reported at present with agencies not wanting to engage.

South Staffordshire District Children's Trust Board
South Staffordshire's Children & Young People's District Board has recently reviewed its Children & Young People's Plan, and is currently reviewing the partnership arrangements and linkages to the LSP.
The plan will include the following priorities:
Safeguarding
1. To ensure the SS CTB is complying with the safeguarding standards of the SCC Safeguarding Board
2. Promote the effective implementation of the Common Assessment Framework CAF and Contact Point
3. Promote the Artemis induction programme for the whole children's workforce
LSP Priority 1: We will improve access to services
4. To ensure the front line service delivery is accessible and focussed on areas of greatest need
5 .Ensure effective communication between partners and community
LSP Priority 2: We will ensure the voices of children and young people in the district are heard
6. Promote and develop an effective Shadow Board
7. Gain an understanding of the issues relating to healthy lifestyles and physical and emotional well being
LSP Priority 3: We will ensure families and parents are engaging with services
8. Develop a South Staffs Parenting Action Plan taking into account any child poverty and worklessness issues
The new structure will retain the Board as a strategic, LSP theme group, however the supporting Officer-led group will be reviewed, to become more action orientated and focussed around the different priorities of the LSP.
The membership & format of the Shadow Board has also been reviewed, with the Shadow Board now meeting 4 times per year to review the work of the District Trust Board.
The next few months will enable the partnership to continue to strengthen and the new structure to be embedded into the Staffordshire Young People's Service.

Newcastle Borough Children's Trust Board 
The position in Newcastle is that the Cabinet decided to support the establishment of a Children's Trust as a Council Priority at
their meeting of 29 November 2006.
A report recommending the creation of the Newcastle Trust was tabled at the Cabinet meeting on 17 January 2007, and from this the Newcastle Borough Trust Board was created soon after.

Staffordshire Moorlands District Children's Trust Board
The Locality Children's Trust Board was established in 2006, and has been integrated into the Moorlands Together Local Strategic Partnership (LSP) structure. The Children's & Young People's Plan for the Moorlands has been produced and completed its consultation phase:

Community & Learning Partnerships have been established in Cheadle, Leek & Biddulph and their respective Management Advisory Groups are in the process of drafting Business Plans.
Staffordshire Moorlands was one of the four localities in the County chosen to begin working on the early implementation of integrated front-line services. The Early Implementer Area (EIA) group in the district have looked at various ways of integrating services, including:
- Information Sharing and Assessment (ISA) and the Common Assessment Framework (CAF)
- Extended School / Community Learning Partnership - developing links to the Extended Schools Cluster
- Developing Effective Multi-agency Practice - supporting C & Y P at high risk of entering the youth justice system
- Early Intervention Team - multi-agency "virtual co-located team".
The work of the EIA groups are now being reported through to the Locality Children's Trust Board through the Project Manager.

Cannock District Children's Trust Board
The Cannock Chase District Children’s Trust board was established in January 2007 and is from the 1st September 2009 supported by Tove Cecilia Lindgren in her role as Children’s Trust Partnership Manager on a part time basis. The board currently meets every six to eight weeks and has a strong board with approximately sixteen partners. The Chair of the board is Kent Parson, Chief Officer of Chase Council for Voluntary Services, the Vice-Chair is Graham Hunt, Community Partnership Officer for Staffordshire CC.
In 2008 the board undertook a refresh of the Local Delivery Plan, identifying nine priorities for the district and an action plan outlining the milestones and value added activities for each of the priority has been developed and will be performance managed via the identified local leads.
The board continues to work closely with the Youth Service and the district Shadow Trust Board "Voice" to ensure joint working at all times through engagement and consultation in both the delivering and planning process in the operation of the board.
Several focus groups have been established i.e. Teenage Pregnancy, Be Healthy and Play Partnership to support the implementation of the C&YP (Children & Young People) priorities and their action plans.
The board's agenda includes standing items i.e. feedback from C&LP's (Community & Learning Partnerships) sub-groups and County work streams groups including CAF & ISA (Common Assessment Framework & Information Sharing Assessment) Staffordshire Children's Trust and Children & Lifelong Learning. Feedback is also give on the performance management of the LAA (Local Area Agreement) C&YP priorities and Local Delivery Plan.
There are now four fully established C&LP's in Cannock Chase District: Chase Valley, Kingsmead, Norton Canes and Rugeley, with eight Children Centres. More detailed information about C&LPs can be found in the

The 1st Cannock Chase District Trust Annual Children & Young People's Conference took place on 27th March 2009 and was aimed at giving:- An increased overall knowledge of the Children's agenda and the work of the Trust Board, Understanding of agencies part in delivering the agenda, Increased awareness of other partnership agencies and Encourage positive commitment to young people's engagement.
The district conference focused on four of the nine key priorities for C&YP: Teenage Pregnancy, Not In Education Employment or Training, CAF and Wellbeing. The conference was a roaring success with over 80 delegates attending & participating on the day.
A Youth Offer working group was established early summer and with the help of a mapping & gapping exercise and questionnaire designed and delivered by "Voice" a draft offer has been drawn up to go to "Voice" for consultation in November 2009.
