Lichfield District Children's Trust Board       

The Lichfield Locality Children's Trust Board has been established since its first meeting in July 2006.  A Delivery Plan has been produced identifying priorities and outcomes for children and young people in the District. A project plan for the implementation of the Common Assessment Framework in the District has been produced and is being delivered through the ISA/CAF Sub Group.  The ISA Co-ordinator, Anne Foy, commenced in post on 6th August 2007.  Further information on Common Assessment, a briefing and case studies are available at www.lichfielddc.gov.uk/caf

Following elections in August and September 2007 the Board now has a new Chair and Vice Chair. Cheryl Sherratt from South Staffordshire Primary Care Trust has been elected as Chair and Heather Bowman from Chase Terrace Technology College as Vice Chair.  Heather will also take the role as CAF Champion for the District.    

The second Lichfield Children and Young People's Conference took place on Monday 5th November at Darnford Moors Golf Club. Key note speakers were Kay Whyte-Bell from Government Office for the West Midlands and Peter Traves, Director of Children and Lifelong Leaning at Staffordshire County Council. The Board is currently beginning to develop a plan for the engagement of children and young people and look at the development of a Shadow Board of Young People.  A workshop was held at the meeting of the Locality Board on 28th November to identify existing good practice and options for how a Shadow Board could operate. In another part of the work around engaging children and young people a website called @Youth is under development.  This would potentially be a hub for young people designed and developed with young people themselves, which will enable them to access local services, be a means to consult and involve them in decision making.  For further information on this, please contact Liz Thatcher, PR Manager for Lichfield District Council, on 01543 308781 or elizabeth.thatcher@lichfielddc.gov.uk

Other focus groups of the Locality Board are the Teenage Pregnancy Focus Group and the Play Partnership.  The Teengage Pregnancy Group met for the first time on 1st October to discuss the priorities for the District and is now developing an action plan to address the issue of teenage conceptions. The Play Partnership has developed a Play Strategy for the District and successfully applied for £200K from the Big Lottery Fund the delivery of play development projects in the District. The latest news from the Trust Board is:
Two new Children's Centres were opened in Bruntwood this month by County Councillor Eric Drinkwater. Also Burntwood Init won the "Inspiring Young People" category at the Annual Southern Staffordshire Partnership Regeneration Awards' in September 2008.

East Staffordshire Borough Children's Trust Board

East Staffordshire Children's Trust Board was formed in November 2006 and now meets bi-monthly. The Board has put together a Children and Young People's Plan for East Staffordshire through wide consultation with partners working with children and young people.

Councillor Kathy Lamb was elected Chair of the Board in March 2008 and has been working overseeing a review of the aims and priorities of the Trust in order that the Trust continues to meet the challenges of the Children's Agenda present in East Staffordshire

The latest news from the Trust Board is:

Children's Fund Cultural Activities Programme
This aims to increase access to leisure and cultural activities for children aged 8-14 yrs and reduce isolation of various cultural groups and help develop community cohesion.  Finance wise the project is for 86,107 per year for a total contract period of 2 years. This has now gone through the tendering process and negotiations have now concluded between Staffordshire Wildlife Trust, the Burton Chinese Association and various other groups to get the project up and running in January 2009.

Shadow Trust Board
On October 2nd, the formulation of the Shadow Trust Board continued with over 70 children and young people from various youth forums, secondary, primary and special needs schools as well as some young offenders coming  together in a 'speed dating' event to discuss issues and determine what are the key priorities for them. This exercise was highly illuminating with children and young people's priorities differing from agencies. Thus, during the children's plan refresh,  it has been determined to embed an Action Plan to ensure that regular dialogue is undertaken between the shadow Trust Board and the Children's Trust Board in order that the C+YPP can be held accountable by both the Board and the Shadow Board.

The Teenage Pregnancy Action Group
This sub- group has identified several areas, such as 'Clinic in a box', where existing provision is not as extensive as in previous years. However, expectation of the service remains high, and working closely with the PCT to address these shortcomings, it is likely that in the coming months the service will be returned to previous levels.

At each meeting the Board also receives regular updates from East Staffordshire Community and Learning Partnerships, updates on progress with ContactPoint and the Common Assessment Framework in East Staffordshire and updates from both the Staffordshire Children's Trust and Staffordshire County Council's Children and Life Long Learning Directorate.

The next meeting of the Trust Board will take place 20 November 2008.

Tamworth Borough Children's Trust Board

The District Children's Trust Board for Tamworth was formed in October 06 and meets approximately every eight weeks. Following the County model, the Board plans to establish a Shadow Trust Board of children and young people, by working with Tamworth Youth Council to develop this.

Tamworth Youth Council, also formed in October 06, shadows Tamworth Borough Council. The Youth Council includes representatives of the various youth forums in Tamworth, youth organisations and schools. It is led by the elected Youth Mayor for Tamworth.

The Children's Trust Board have actively worked towards the development of a local Children & Young People's Plan, building on the outcomes of the Local Area Agreement; Children & Young People's block multi-agency workshop held in Tamworth in October 06.  A Delivery Plan has now been produced identifying priorities and outcomes for children and young people in the District.  To view the Tamworth Children & Young People's Plan click on the attachment.

The Board has now been integrated into the Tamworth Local Strategic Partnership (LSP) structure; it is chaired by David Weatherley - Chief Executive of Tamworth Borough Council and Vice Chaired by Councillor Carol Dean.  An Operational sub-group has been established it aims to support the Board at an operational level in meeting its priorities, allowing the Trust Board to remain strategically focused. Within the structure there are groups who are now reporting regularly to the Children's Trust Board, namely the Teenage Pregnancy Sub Group, 14-19 Partnership, Tamworth Families Matter, Play Partnership, Children & Families Primary Support Panel, Attendance Action Group, Community & Learning Partnership's for 5 areas and Project Turnaround.  At each meeting the Board receives regular updates from these groups, updates on progress with ContactPoint and the Common Assessment Framework in Tamworth and updates from both the Staffordshire Children's Trust and Staffordshire County Council's Children and Life Long Learning Directorate.  Feedback is also presented to the Board on the performance monitoring of the Local Area Agreement and the local delivery plan.

The Board made a decision in 2007 to enlist Parent Representation; we now have five Parent Representatives on the Board. 

Tamworth is an Early Implementer Area and continues to pilot use of the CAF (Common Assessment Framework) for Staffordshire.

The Community & Learning Partnerships are now established in the main five areas of Tamworth, centred on the five secondary schools namely Belgrave, Rawlett, QEMs, Woodhouse and Wilnecote and their respective Management Advisory Groups have Business Plans for the year, to view these please click the attached:-

Stafford Borough Children's Trust Board

Stafford Borough Council has taken a lead in developing this Locality Children's board as the benefits are clear in terms of ensuring we have an active role in supporting the working together of all parties in terms of both communication and delivery of services for children in the borough of Stafford.

The Borough Council considered the proposal of establishing a Locality Board on the 2 November 2006 and approved both to the creation of the board and that Councillor R M Smith be the councils representative.

A report was taken to the Children's Trust Board who subsequently approved the formation of the locality Board, with the Borough's Head of Leisure will organising the first meeting in early February 2007.

The latest news from the Trust Board is:

Children and Young People's Parish Champions
The first South Staffordshire Children and Young People's Parish Champion event was held on 7th October 2008.  There was representation from both young people and the Parish Council's.  After a discussion it was decided that the following would be taken forward:

  • Development of a model for Parish Champions to help them understand what is needed to set up a Youth Council as a meaningful way to engage with young people.
  • Promoting the opportunity for young people to attend the public session before the main business at parish council meetings takes place, to raise and discuss any issues that they may have.  Also it was felt that Parish Champions should have the same opportunity before Youth Council meetings to facilitate a two-way dialogue.
  • Funding for the set up and running costs of Youth Council to be explored.

South Staffordshire District Children's Trust Board

Following on from an extensive mapping and audit process, South Staffordshire's Children & Young People's District Board has a Delivery Plan & supporting Action Plan, to which the many partners are now working towards. Out of 16 priorities, the Board has identified three main areas of Focus:
  •       Road Traffic Accidents involving young people aged 16-25yrs
  •       Participation & Engagement of children & young people
  •       Partners working together in hotspot areas to make a difference

A second Children & Young People's conference was held in South Staffordshire in July, with over 70 people attending representing over 30 agencies. The day was focussed around the three areas highlighted above, and clear outcomes were achieved and will be delivered over the following 12 months. The date for 2008 conference has already been set as Wednesday 25th June, with further details to follow.

The District Board is also working with the Youth District Council, who are currently serving as a Shadow Board. Young people attend the District Board meetings, and where possible, the Children & Young People's Partnership Manager attends the District Youth Council meetings as a representative of the District Board. Progress is currently being made in identifying 'young people's champions' in each of the Parish Councils.

A Play Partnership has been formed, and has developed a Play Strategy which has been approved by Play England. The Strategy has attracted £200,000 worth of funding which will be spent on 4 projects within the District: Multi-use Games Area in Perton, play areas in Wombourne & Great Wyrley, and Play Rangers to work across the whole District. South Staffordshire now has a CAF Coordinator, and will be rolling out training for use of the CAF (Common Assessment Framework) within the District. The Coordinator's role will include encouraging use of the CAF, whilst also keeping records of it's use in order to avoid duplication.

Connexions are now piloting a 'community outreach' service within the District, enabling young people to access their services and support provided, outside of the school environment. This will enable young people who have left school to also access Connexions. This will be piloted until Christmas, and sustainability of the service will be reviewed accordingly.

Newcastle Borough Children's Trust Board

The position in Newcastle is that the Cabinet decided to support the establishment of a Children's Trust as a Council Priority at their meeting of 29 November 2006.

A report recommending the creation of the Newcastle Trust was tabled at the Cabinet meeting on 17 January 2007, and from this the Newcastle Borough Trust Board was created soon after.

Staffs Moorlands District Children's Trust Board

The Locality Children's Trust Board was established in 2006, and has been integrated into the Moorlands Together Local Strategic Partnership (LSP) structure.  A draft Children's & Young People's Plan for the Moorlands has been produced for consultation purposes and it is intended to have an approved document soon.

Community & Learning Partnerships have been established in Cheadle, Leek & Biddulph and their respective Management Advisory Groups are in the process of drafting Business Plans.

Staffordshire Moorlands was one of the four localities in the County chosen to begin working on the early implementation of integrated front-line services.  The Early Implementer Area (EIA) group in the district have looked at various ways of integrating services, including:

  • Information Sharing and Assessment (ISA) and the Common Assessment Framework (CAF)
  • Extended School / Community Learning Partnership - developing links to the Extended Schools Cluster
  • Developing Effective Multi-agency Practice - supporting C & Y P at high risk of entering the youth justice system
  • Early Intervention Team - multi-agency "virtual co-located team".

The work of the EIA groups are now being reported through to the Locality Children's Trust Board through the Project Manager.

Cannock District Children's Trust Board

The Cannock Chase District Children's Trust Board was established in January 2007.  It currently meets every six-eight weeks and has a membership of approximately sixteen partners. The current Chair of the Board is Kent Parson, Chief Officer of Chase Council for Voluntary Service.

The Board has carried out a 2008 refresh of the Local Delivery plan, identifying the key priorities for children and young people within the district.  In addition each priority has its own action plan outlining key milestones and value added activities which will be performance managed via Local Leads. 

The Board has been working closely with the Youth Service and the District Youth Forum 'Voice' to ensure consultation and engagement in both the delivery planning process and in the operation of the Board.  The District Forum 'Voice' have agreed to take on the role of a Shadow Trust Board, and Board meetings have been moved to 4pm to accommodate their inclusion.

There are several focus groups established to support and action the District priorities, and these include Teenage Pregnancy, Common Assessment Framework (CAF), Be Healthy, and the Play Partnership.

Board meetings include feedback from Community and Learning Partnerships, sub-groups and County work stream groups including CAF, Staffordshire Children's Trust and County Children and Lifelong Learning.  Feedback is also presented to the Board on the performance monitoring of the Local Area Agreement and the local delivery plan.
